About the Role

Churchill Cost Consultants (Churchill) is seeking an experienced Regional Program Manager to oversee large-scale data center and infrastructure initiatives for a Fortune 100 technology firm. In this role, you will lead the end-to-end delivery of infrastructure, utilities, and construction across multiple data center sites. The Regional Program Manager will drive complex, multi-disciplinary projects from master planning through construction readiness—managing budgets, schedules, and stakeholder coordination to ensure on-time, cost-effective delivery. This is a remote position based in the Eastern Time Zone, with occasional travel (approximately once per quarter).

Responsibilities:

  • Oversee multiple infrastructure projects at different stages of the construction lifecycle, including early planning and preconstruction.
  • Ensure each project meets high standards for safety, quality, cost, and schedule performance.
  • Manage the full project lifecycle—from design and construction through handover, closeout, and lessons learned.
  • Track progress and communicate updates to stakeholders, highlighting potential risks, delays, and mitigation plans.
  • Work closely with vendors, consultants, and contractors to manage budgets, timelines, and deliverables.
  • Balance flexibility with financial discipline, ensuring changes in scope stay within budget and schedule limits.
  • Identify and drive process improvements related to infrastructure delivery, billing tools, and operational workflows.
  • Lead cross-functional teams, fostering accountability and alignment with broader program goals.
  • Take ownership of large capital programs end-to-end, ensuring projects are delivered efficiently and strategically.
  • Build strong partnerships and influence across all levels of the organization to achieve successful outcomes.

Required Experience

  • Fluent in English (written and verbal).
  • Right to work in the United States.
  • 5-7 YOE required in construction-focused Project Management or Program Management
  • Strong understanding of project budgeting, cost control, and schedule management.
  • Hand-on experience with contract negotiations, change order management, purchase orders, invoices and RFIs.
  • Excellent written and verbal communication skills with the ability to engage effectively across teams and stakeholder
  • Preferred: Background in mission-critical, hyperscale, or heavy civil infrastructure projects
  • Preferred: PMP certification or equivalent project management credential.
  • Preferred: OSHA certifications or other safety training.
  • Preferred: Degree in Construction Management or Engineering
  • Preferred: Located in VA, SC or GA
