Job Description

Program Director-Substance Use Disorder #524 The Substance Use Disorder Program Director is responsible for managing the daily clinical and operational aspects of the program including management of program(s) contracts, service quality, staff deployment, integration with local community, and public relations. Location: This position is based at our Rockwood or King site. Pay/Benefits: $79,062 starting annual salary, plus Full benefits.

ESSENTIAL RESPONSIBILITIES :

Develops new programs in coordination with business and strategic plan. Implements new programs. May maintain a small caseload. Size to be determined based on the needs of the program. Coordinates partner organization relationships within specific program. Specifically, Department of Community Justice (DCJ) and Multnomah County Domestic Violence Services (i.e. Gateway Center). Oversees DCJ contract, which prepares a comprehensive dual-diagnosis evaluation for incarcerated people to connect to community resources post-incarceration. Oversees Multnomah County Domestic Violence contract. Specifically, attends multiple steering committee meetings aimed at improving access to care for intimate partner violence and sexual assault survivors. This contract also supervises a dual-diagnosis clinician who provides satellite co-occurring services at the Gateway Center. Understands details and rules of Certified Community Behavioral Health Centers (CCBHC) and monitors compliance to ensure staff are providing quality clinical care. Monitors contract compliance for program areas. Implements contract statement of work. Reports regularly to funders, which include federal, state, and county entities. Assists in developing and monitoring program budgets. May be required to participate in grant writing and fundraising activities. Provides training to community partners, agency staff, and others. Monitors quality management compliance and performs day-to-day quality management tasks (e.g. chart audits, utilization management). Provides assistance to direct reports with work issues including establishing clear expectations regarding performance and training. Provides support and attention to employee successes and addresses performance issues promptly and effectively. Establishes direct service expectations for clinical staff. Monitors employee productivity, documentation, and insurance authorizations. Coordinates hiring process including orientation and training. Meets with staff individually and as a group for regular supervision (meeting with staff a minimum of 2 times per month). Maintains accurate documentation of supervisory meetings. May provide direct service. Provides crisis consultation for program area. Meets expectations for being an effective supervisor and team member. Completes required program reports including those needed for supervisory responsibilities timely and accurately.

REQUIREMENTS :

It is preferred that this position holds a valid and active QMHP credential certification through MHACBO or a valid and active status (licensed or registered intern) with an approved Oregon licensing board. Program Directors providing clinical supervision in addictions programs must have a CADC 2. If recovering from a substance abuse related disorder, must be able to demonstrate continuous sobriety under nonresidential, independent living conditions for the immediate past three years. Clinical Supervisors in addictions must also have one of the following: Five years of paid full-time experience in the field of substance use disorders counseling; or a BA and four years of paid full-time experience in the social services field with a minimum of two years of direct substance use disorders counseling experience; or a MA and three years of paid full-time experience in the social services field with a minimum of two years of direct substance use disorders counseling experience. Demonstrated experience (3 plus years) in a program area including two years of progressively responsible clinical and administrative experience. Position may require a LPC or LCSW. Demonstrated knowledge of outreach, engagement, and/or treatment strategies for the program population. Must be able to demonstrate competence in leadership, wellness, oversight and evaluation of services, staff development, service planning, case management and coordination, utilization of community resources, group, family and individual therapy or counseling, documentation and rationale for service to promote intended outcomes and implementation of LWNW policies. Ability to network and promote program in the community as needed which may include public speaking. Good computer skills including a functional knowledge of Outlook, Word and Excel. Ability to master use of proprietary software including electronic health record system. Demonstrate effective communication skills and ability to provide culturally-competent treatment services to diverse client populations. May require access to car, valid driver's license, proof of current automobile insurance coverage and verification of safe driving record from DM, ability to meet LWNW driving requirements.
